Joseph is a DevSecOps advisor, systems thinker and Agile expert. A graduate of the Johns Hopkins University with a MS in Systems Engineering, an MBA, and decorated military veteran, Joseph understands the importance of aligning tactical excellence with organizational strategy. A Certified Scrum Master, Certified Scrum Product Owner, and SAFe Agilist with over 15 years’ experience in end-to-end systems development, Joseph leverages a blend of academic and hands-on experience to decrease cycle times and improve technical quality in citizen systems. In partnership with TechCA, Joseph will present his case for embracing a unified software development approach to overcome quality and security pitfalls common to state and local systems.
