IT Operations & Application Development Manager - Department of Public Health


Under the general direction of the Information Technology Manager (ITM) II, the ITM I functions as the Public Health Application Technology Section (PHATS) Chief.  The PHATS Chief provides full managerial and administrative oversight and support to a large team of IT professionals responsible for providing ongoing maintenance and operation and application development of the section’s portfolio of technology systems and platforms serving the CDPH business programs.

The ITM I oversee the administration of statewide Electronic Data Processing (EDP) systems, security, architecture, policies, procedures, and standards, and must possess and demonstrate strong technical, analytical, managerial, budgetary, project management, leadership, and communication capabilities, including interpersonal qualifications necessary to succeed in overseeing large scale data processing activities and personnel.

The ITM I, through applied project management principles and techniques, provides technical oversight and management of the delivery of services through the software development life cycle (SDLC).  Example of services include project initiation, resource assignment, contract and fiscal management, requirements management, analysis, quality assurance, change and release management, implementation, and maintenance and operations.  The ITM I plays a key role as a management resource on statewide IT projects, providing technical leadership and representing the needs and interest of the ITSD and CDPH programs.

The ITM I completes work that is routinely performed in coordination, consideration, consultation, and collaboration with external and internal business partners.

The ITM I exercises a high degree of independence and proficiency in identifying, handling, problem solving, solutioning, and resolving the most challenging and difficult technical operational issues that are time sensitive and publicly and politically visible.  The incumbent is expected to maintain consistent and regular attendance, exercise a high degree of integrity, independence, and proficiency in directing and overseeing the work of IT personnel.
